Program Manager
Veteran Peer Access Network
Los Angeles County, Supervisorial District 2
Roles/Responsibilities
The Program Manager's duties shall include, but are not limited to, strategic planning, coordination of services, overall program management, budgeting, reporting, and ensuring compliance with the organizational and funding requirements of Contractor and Los Angeles County Department of Military and Veterans Affairs (MVA).
- Community-Based Organization Subcontractor's Program Manager must hold weekly staff meetings and provide bi-weekly individual supervision of all peer support staff.
- The CBO Program Manager is responsible for reviewing collected data and using it to inform management decisions, optimize team management, allocate resources, and identify areas needing additional support.
- CBOs shall provide a telephone number where the Program Manager and/or alternate may be reached during normal business hours, Monday through Friday from 8:00 AM to 5:00 PM Pacific time.
- PM shall act as a central point of contact with VPAN, the County, and attend meetings designated by Contractor and the County.
- The PM shall serve as a liaison that connects the Homeless Services Division (HSD) and Justice-Involved Veteran Division (JIVD). This liaison acts as the primary contact between each CBO Subcontractor and MVA, coordinating team involvement as needed. They will be available for meetings on an as-needed basis, serve as the point of contact for supervisorial offices, and maintain ongoing communication with MVA supervisors. Additionally, the Liaison will participate on an as-needed basis in the Countywide Criminal Justice Coordination Committee (CCJCC) and One Team meetings.
Eligibility
- Must be a U.S. military veteran
- Must be a licensed, or license-eligible, mental health therapist (i.e., marriage and family therapist, social worker, or psychologist), with at least two (2) years of experience supervising staff
- Must have Medi-Cal Peer Support Specialist Certification, or complete CalMHSA exam certification within 180 days of hire
- Must have two (2) years of experience working in the behavioral health system; and have completed an approved peer support supervisory training
- OR be a non-peer behavioral health professional, including registered or certified substance use disorder counselor; and have two (2) years of experience working in the behavioral health system; and have completed an approved supervisory training.
- Medi-Cal Peer Support Specialist Supervisors must take a DHCS-approved Peer Support Supervisory training within 60 days of beginning to supervise a Medi-Cal Peer Support Specialist.
- Must be able to pass a fingerprint clearance, background check --- including criminal history, personal references, and employment and education verifications

Position: Service Coordinator
Program: Veteran Peer Access Network (VPAN)
Position is based in Supervisorial District 2 of L.A. County.
Roles/Responsibilities
The Service Coordinator’s duties shall include, but are not limited to, directly assisting the Program Manager with strategic planning, coordination of services, overall program management, budgeting, reporting, and ensuring compliance with the organizational and funding requirements of Contractor and Los Angeles County Department of Military and Veterans Affairs (MVA).
- Manages client referrals to the VPAN program
- Provides administrative support to the VPAN Battle Buddy Team
- Contacts Veterans and MilFam for demographic information and assessing service needs
- Supports the peer team in securing resources, and building relationships with community service providers
Eligibility
- Minimum of two (2) years of experience providing social services directly to Veterans or military-related family members
- Strong interpersonal skills, attention to detail, and high analytic aptitude (e.g. demonstrated --- proficiency in Excel)
- Super user level proficiency in all required data entry platforms (i.e. referral tracking system, HMIS, client survey software, Excel) for managing referrals and generating program data reports
- Knowledge of poverty, homelessness, and the social factors affecting Veterans and MilFam, as well as expertise in services for low-income and homeless individuals in Los Angeles County
- Additional skills must include strong communication skills, and bilingual fluency in English and Spanish
- Must be able to pass a fingerprint clearance, background check --- including criminal history, personal references, and employment and education verifications

Position: Squad Leader
Program: Veteran Peer Access Network (VPAN)
Position is based in Supervisorial District 2 of L.A. County.
Each community-based organization (CBO), or host agency, will have two (2) Squad Leaders.
Roles/Responsibilities
The Squad Leader will lead efforts in supervision of Peer Support Specialists (Battle Buddies) within Los Angeles County SD 2. This position reports to the Program Manager. The primary focus of the Squad Leaders is supporting connections between Battle Buddy team and Veterans/MilFam for service referral and delivery. They provide expertise and supervision in the following areas:
- Sharing of skills, strengths, personal experiences, and ongoing support and resource referral in recovery from mental health and/or substance abuse issues
- Accompany participants to appointments and meetings, housing searches, voucher application/issuance sessions, and any other Veteran-centered activity
- Assist participants in developing recovery plans with the skills, strengths, supports and resources to aid them in achieving goals and plans; work with case manager or treatment team in needed steps for self-directed recovery (most often within the home of the Veteran)
- Assist participants with setting up and sustaining self-help (mutual support) groups, and with locating and joining existing groups
- Assist participants identify and eliminate barriers and maintain employment/housing/sobriety
- They must also provide direct services.
- Each CBO must have a minimum of one Squad Leader who also serves as the Outreach Coordinator and shall serve as the primary attendee at outreach events, ensuring all other staff are providing continuity of services throughout the district.
- Carry caseload as demand requires
- Help develop and provide peer-led training
- Help train staff to give presentations and ensure they know the material
- Help establish Community Access Points (CAP)
Eligibility
- Minimum of two (2) years of experience providing social services directly to Veterans or military-related family members
- Must be a Veteran or military spouse
- Trained and certified advocates that have served in the armed forces or were a spouse of a member of the armed forces
- Must meet CalMHSA training eligibility requirements
- Must possess or able to obtain CalMHSA exam certificate within 180 days of hire
- Must be able to pass a fingerprint clearance, background check --- including criminal history, personal references, and employment and education verifications
