This is a highly responsible professional position working under the general direction of the Chief Executive Officer with broad administrative, operational, and resource development responsibilities for a multidisciplinary workforce and a wide variety of programmatic and service work. It involves frequent collaboration with fellow staff, committee members, funding agencies, federal and other governmental officials, partner organizations, local health departments, and, as requested by the Chief Executive Officer, NACCHO board members. The work of this position requires the exercise of discretion, sound independent judgment, a high level of accountability, and the ability to work effectively with other members of the NACCHO Leadership Team and staff.

This position contributes to the advancement of NACCHO’s vision and mission and local health department success and requires attention, accountability, and responsibility for activities including personnel management and development; strategic planning; budget management and oversight; program implementation and oversight; oversight of association services including membership and events; internal and external partner relations; and, resource coordination and development. This position requires the ability and willingness to travel throughout the nation regularly and to operate in a dynamic, rapidly changing, and periodically stressful environment.

External: Member and Funder Relations

  • Ensure member and funder needs are identified and met for assigned programmatic and service areas.
  • Collaborate regularly with existing and prospective members and funders
  • Ensure that work in assigned areas contributes to members’ ability to improve the health status of their communities or jurisdictions.
  • Anticipate and respond strategically to changing policy and programmatic or service issues
  • Contribute to the development, implementation, and evaluation of professional development resources for NACCHO members.
  • Contribute to the development, dissemination, and evaluation of model and promising practices and other information, resources, tools, technical assistance and capacity building assistance to enhance local health department practice, policy development, program implementation, and enforcement.
  • Serve as the primary contact to NACCHO advisory groups as assigned or needed by the Chief Executive Officer.
  • Provide knowledgeable and timely input to federal policy as well as to NACCHO governmental affairs staff.
  • Develop new programmatic and service areas in response to member, funder, and other needs.

External: Partner Relations

  • Serve as NACCHO’s primary liaison and representative for assigned programmatic and service-related areas.
  • Sustain and manage existing partnerships and initiate new partnerships to meet the needs of membership and of NACCHO.
  • Represent NACCHO at external meetings, workshops, and conferences including NACCHO advisory group meetings, NACCHO conferences, and those gatherings hosted by other organizations and partners.
  • Serve as liaison for work with other national, state, or local non-profit organizations.
  • Serve as a liaison with federal or other policy makers and funders such as HHS/ASPR, CDC, DHS, EPA, FDA, foundations, and corporate partners, as appropriate.
  • Participate in project meetings and advisory committee meetings for initiatives in other parts of the larger public health system.
  • Serve as a central coordinating point for external requests and inquiries regarding programmatic-related and service-related issues.

Internal: Strategic Oversight

  • Serve as a member of NACCHO’s Leadership Team, represent issues and priorities of programmatic and service areas, and integrate them into larger, overall organizational priorities and demands and strategic organizational considerations.
  • Provide leadership and strategic direction for short-, mid-, and long-term planning related to assigned and envisioned programmatic and service areas.
  • Within the context of NACCHO’s overall strategic map, set yearly priorities for assigned programmatic and service areas.
  • Capture and make available to members: policy, program, and project-related tools (e.g., best practices, model policies and programs, and strategic steps for implementation, to affect improvement in population health).
  • Prioritize and assess the alignment of current and potential programs with the organization’s strategic map and the needs of members.
  • Ensure the development and effective use of contract and compliance management systems for the Team in coordination with other Leadership Team members.
  • Integrate and discover opportunities to create and coordinate existing and projected work within the AEP’s Team and with other NACCHO Teams.
  • Participate in and/or lead internal NACCHO meetings, as assigned.
  • Coordinate areas of work with that of other senior staff (e.g., membership, outreach, and advancement; other senior advisors; and finance).
  • Stay current with, and as needed, analyze, develop and represent NACCHO’s position on national policy that has the potential to impact local health departments and NACCHO.
  • Provide knowledgeable and timely input to NACCHO human resources and finance staff.
  • Represent Leadership Team to staff through all modes of communication effectively and appropriately to staff.

Internal: Resource Development

  • Analyze, forecast, plan for, and secure adequate human, financial, technological, and informational resources for current and projected activities.
  • Identify priority programmatic and service areas for resource development and organize and oversee efforts to pursue them.
  • Provide strategic direction and long term planning for assigned programs.
  • Assure the completeness, clarity, and professional nature of all written work produced across assigned programmatic and service areas.
  • Develop new restricted and unrestricted revenue sources.

Internal: Supervision and Personnel Management

  • Operationalize strategic objectives for own Team within the context of NACCHO’s strategic map.
  • Assume responsibility for and assure accountability, timeliness, completion of, and accuracy of final products from AEP’s Team.
  • Ensure adequate and appropriate staffing to meet member and funder needs.
  • Provide oversight of, and participate as needed in, the staff recruitment and hiring process for assigned programmatic and service areas and, as necessary, coordinate and assure staffing coverage.
  • Identify, plan and implement training opportunities for assigned staff to encourage continuous learning, growth and development.
  • Ensure participation of programmatic and service staff in ongoing NACCHO or Team training.
  • Address, resolve, or ensure as appropriate, all performance- and behavior-related issues of and among staff.
  • Ensure consistent application of NACCHO’s personnel policies within AEP’s Team and with other NACCHO teams.
  • Work with other members of the Leadership Team to ensure the development of effective personnel and organizational policies.
  • Work with Human Resources and other members of the Management Team to develop and implement performance planning and appraisal processes to monitor and measure performance of staff.
  • Other duties as assigned


Master’s degree in relevant field with a minimum of 10 years relevant and progressively responsible managerial, administrative, and supervisory work experience in a complex programmatic and service-oriented operating environment and with a multidisciplinary staff.

  • Required: Experience managing a large staff including motivating; developing and evaluating staff performance;
    • Preferred: Knowledge of local health department and public health issues and practices and of local, state, and federal health department issues and practices as those relate to the local health department environment.
    • Preferred: Knowledge of federal grant and budget management processes.
    • Preferred: Broad knowledge and technical competence on a variety of public health issue areas such as preparedness, community and environmental health, and public health infrastructure and systems.
    • Good working knowledge of Windows and the suite of Microsoft Office software.
    • Basic knowledge of employment law.
  • Preferred: at least three recent years experience as a senior staff member reporting directly to an executive officer for a nonprofit organization or federal, state or local agency. Preferred: Earned doctorate degree in public health, medicine, or a business-relatedfield.
  • Preferred, as adjunctive to education and experience areas listed above: general knowledge of non-profit association practices.

Full-time, Exempt, TERMThis position is considered Fiscal Year term, however it is a mission critical role. NACCHO will continually strive to maintain funding for all positions.
