JOB TITLE: Manpower Analyst – NETC

PROJECT OVERVIEW:

This position is contingent upon contract award

The Naval Education and Training Command (NETC) N1 develops policy, coordinates functions, and conducts oversight of Manpower/Manning, Integrated Planning and Analysis, and Total Force Manpower Optimization for the Naval Education and Training Command (NETC) Personnel Budget Submitting Office (PERS BSO 76).

JOB DESCRIPTION AND RESPONSIBILITIES:

This position supports a wide range of NETC manpower analyses to include representative tasks as follows:

  • Provide manpower program and analysis support of Navy Total force structure and workforce mix for NETC/PERS BSO 76.
  • Conduct variety of research projects, studies and ad hoc assignments for manpower.
  • Requires direct liaison with action officers and program managers across the NETC domain as well as all other Navy Enterprises and Enablers to support the development and refinement of MPTE and NETC specific programs and policies.
  • Provide a continuum of NETC manpower and manning program and policy analysis system support to NETC leadership, managers, action officers, program managers and analysts.
  • Provide program support in determining mission readiness by monitoring automated information systems for Billets Authorized (BA) and Current Onboard (COB) levels for all NETC sub-PERS BSO 76 (Budget Submitting Office) commands. Analyze current and projected manning levels for overall NETC/ PERS BSO 76, individual commands, individual rating manning levels, current and projected excess and deficit rating levels, instructor manning levels, and recruit division commander manning levels.
  • Assist in providing manning information necessary to establish Requisition Priority for Billet Based Distribution (BBD) manual overrides and help to determine required directed manning levels for PERS BSO 76.
  • Assist in identifying Individual Augmentation (IA) nominees to Manning Control Authority (MCAB) and US Fleet Forces Command (USFFC). Assist by identifying sub-PERS BSO 76 potential candidates for nomination via analysis of data from various databases, including Automated Readiness Information System (ARIS), BBD, and Fleet Training Management and Planning system (FLTMPS). Track (IA) tasks from receipt to nomination via database entries.
  • Create excel spreadsheets, FLTMPS Special Report spreadsheets and PowerPoint slide presentations monthly to reflect current and projected trends in manning levels for PERS BSO 76.
  • Create queries and enter data for manpower change request documents using Total Force Manpower Management System (TFMMS) for PERS BSO 76.
  • Periodically create spreadsheets and PowerPoint slide presentations, as needed, on high priority command manning to include overall command manning, recruit division commander manning, instructor manning, support staff manning, and diversity.
  • Provide manning reports to NETC Staff for PERS BSO 76. Function as a point of contact for specific tasks, data requests, and routine database maintenance.
  • Review incoming naval messages and develop PowerPoint slide presentations, to include manning analysis, for manpower and manning related Impaired Training and Education Reports and Enlisted Manning Inquiry Reports for PERS BSO 76.
  • Provide a full range of administrative system support which includes gathering, analyzing, and entering data into automated spreadsheets.
  • Prepare multiple moderate to complex queries, spreadsheets, and reports. Research, analyze, and interpret data in the database application.
  • Analyze current and projected manning levels and provide support in determining mission readiness by monitoring automated information systems for Billets Authorized (BA), Current Onboard (COB), and Projected Onboard (POB) manning levels for all NETC sub-PERS BSO 76 (Budget Submitting Office) commands.
  • Create excel spreadsheets, FLTMPS Special Report spreadsheets and PowerPoint slide presentations monthly to reflect current and projected trends in manning levels for PERS BSO 76.
  • Create queries to identify and analyze manpower requirements using COTS and GOTS databases and TFMMS for PERS BSO 76.
  • Conduct analysis of manpower, personnel, and activity data in the Total Workforce Management System (TWMS) and updates erroneous data to comply with authoritative data sources.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active SECRET clearance.
  • Bachelors degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences or management discipline such as business administration, accounting, finance, economics or management information technology.
  • Minimum three years experience in one of the following fields or a combination of the following fields: Data Analysis, Program Analysis, Statistical Analysis, and/or Business Process Improvement.
  • Familiarity with NMCI compatible computers.
  • Expertise in analysis techniques and procedures, data maintenance and generating reports; and ability to quickly master Navy manpower and manning procedures, policies, and systems (ARIS, FLTMPS, TFMMS 2.0, and BBD 1c).
  • Ability to work independently, within teams and across matrix organizations.
  • Strong organizational and oral/written communication skills.
  • Proficient in Microsoft Office Word, Excel, and PowerPoint.

DESIRED SKILLS AND QUALIFICATIONS:

  • NETC manpower analysis experience.
  • Experience with ARIS, FLTMPS, TFMMS 2.0, or BBD 1c.
  • Relevant experience with CeTARS Discoverer ad hoc query tool, PPBES and other Navy business and financial systems for the development of Capability Plans, Sponsor Capability Plans, and Sponsor Program briefs is highly desired, or in lieu of experience, the ability to quickly master.
